Stupid Spammers

When Paypal "phishing," why don't they go out on a limb and just copy an authentic PayPal message, then replace the link with an address of their choosing? Would that not be more effective than their apparent strategy of hiring non-native English speakers to compose new messages from scratch?

(I suppose it's possible that they used to do that and spam filters caught on.)
